The AI Skills Framework

AI capability is no longer a peripheral L&D issue. It is now a decision-quality issue, a governance issue and, increasingly, a talent risk issue. The organisations that benefit most from AI will not simply be those with access to better tools. They will be those with stronger human judgement, stronger evaluation habits and stronger capability frameworks around how AI is used.

Why is a more rigorous AI skills model needed?

Many current AI literacy discussions remain too shallow for enterprise use. They focus on awareness, generic tool familiarity or broad statements about responsible use. However, a skills model alone does not directly measure applied performance. It explains why people may differ, but not how well they perform when AI is actually embedded into assessment design, leadership judgement, recruitment decisions or day-to-day workflows.

That is why a complementary AI capability model is needed.

The AI Skills Competency Framework

The AI Skills Competency Framework defines eight observable capabilities that capture real-world performance when using AI. In other words, the Mosaic model describes the underlying architecture; the competency framework captures
how capability shows up in practice.

Why a two-layer AI capability model matters

A single-layer model is not enough for enterprise AI capability strategy.

  • A skills model alone explains underlying ability but not applied performance.
  • A competency model alone measures behaviour but does not explain its underlying drivers.

The combination provides a more complete and more defensible system:

1. Understanding AI

This is functional understanding, not technical specialism. People need enough understanding of how AI generates outputs to interpret those outputs appropriately. That includes probabilistic generation, limitations in training data and the practical reality of hallucination risk. In business settings, weak understanding often leads to poor trust calibration.

2. Prompting

Prompting is often treated as a trick-based skill. In practice, it is better understood as a combination of structured thinking, information framing and iterative reasoning. Strong prompting is a sign of disciplined thinking rather than mere platform familiarity.

3. Evaluation

Evaluation is one of the most business-critical AI competencies. It reflects whether an individual can assess the accuracy, relevance, completeness and practical usefulness of AI-generated outputs. In high-stakes environments, failure here can quickly become a governance problem.

4. Decision-making

AI does not remove the need for human decision-making. It changes the conditions under which decisions are made. This competency concerns how well an individual integrates AI outputs with evidence, context, uncertainty and sound judgement.

5. Ethical awareness

Ethical awareness is not simply about compliance language. It is the practical ability to recognise bias, fairness concerns, accountability questions and transparency risks before poor decisions are embedded into business processes or people decisions.

6. Workflow use

Workflow use concerns how effectively people incorporate AI into real work. The strongest performers do not use AI constantly. They use it selectively, with clear purpose, and without replacing the human scrutiny that certain decisions require.

7. Credibility judgement

Credibility judgement refers to whether a person can determine when an AI output should be trusted, checked further or rejected. This capability is central to responsible use across assessment, hiring and development contexts.

8. Confidence

Confidence matters because it affects adoption, challenge and revision behaviour. Overconfidence creates complacency. Underconfidence suppresses effective use. The goal is not maximum confidence, but calibrated confidence.

How the competencies interact

These capabilities do not operate independently. Prompting influences evaluation. Understanding AI shapes credibility judgement. Evaluation informs decision-making. Ethical awareness constrains action. Weakness in one area can degrade performance across several others.

This is why simplistic AI literacy models are often inadequate for enterprise use. They fail to reflect how judgement failures compound across workflows.

Where most AI literacy frameworks fall short

Many frameworks rely on broad terms such as critical thinking, collaboration or creativity without defining how those constructs should be observed, differentiated or assessed. That may be acceptable for awareness campaigns. It is not enough for leaders making decisions about workforce capability, AI governance, recruitment quality or assessment validity.

By contrast, the AI Skills Framework is designed to be more observable, more differentiable and more useful for assessment, development and organisational decision-making. That is especially important when AI capability must be connected to talent strategy, leadership development or defensible hiring practice.

The commercial and organisational value of an AI Skills Framework

For many organisations, the most useful question is no longer, “Do we have access to AI?” It is, “Do our people have the judgement and capability to use AI well?”
